EXPP: This application is made pursuant to Section 5 of the Planning and Development Act 2000 (as amended) and relates to minor revisions arising during the construction of the permitted development of external service area. The revisions comprise: Minor adjustment to the external storage and bin enclosure at their originally established service yard. A modest increase in footprint to include for a heat pump enclosure. The installation of the heat pump is necessary to achieve compliance for the ETSS with Technical Guidance Document Part L - Conservation of Fuel and Energy (Buildings Other Than Dwellings) and contributes to the reduction of operational carbon emissions associated with the development. The inclusion of the air-source heat pump accords with the climate mitigation objectives of the Dublin City Development Plan 2022-2028, particularly those set out in Chapter 3- Climate Action. In particular, Policy CA2 (Mitigation and Adaptation), and Policy CA8 (Climate mitigation actions in the built environment). The Development Plan further encourages climate-responsive building design and the integration of energy-efficient plant and infrastructure where appropriately located and screened. The proposed enclosure facilitates the delivery of this renewable energy infrastructure in a discreet manner within the established service yard area of the school campus and does not materially alter the character of the campus. The amendments: - Remain within the established service location within the curtilage of the site. - Do not encroach on landscaped buffers, car parking, or fire tender access routes. - Do not alter the intensity, function, or operational characteristics of the school. - Do not give rise to additional visual, environmental, or acoustic impacts beyond those assessed under the parent permission. The works are confined to permitted ancillary service structures and do not materially affect the overall scale, character, or environmental impact of the permitted development.
