A Neighbourhood Equipped Area for Play (NEAP) totaling approximately 3,000m2, constructed in line with the principles of universal design, to include: i. A mixture of synthetic and natural materials as surfacing which will vary from engineered woodchip to gravel paths and water permeable safety surfacing. ii. 6 no. bicycle parking spaces (including 2 no. cargo bike stands) will be included using Sheffield type bicycle stands, these will be located adjacent to the play space entrance plaza. iii. A timber sculpture with information signage and a seating area with picnic tables, table tennis and foosball table will be included within the enclosed entrance plaza area iv. Approximately 20 no. pieces of play equipment will be installed within the site boundary. v. An area for sand play will be included. vi. An area for water play will be included. vii. An area for climbing play will be included. viii. An area of swings will be included. ix. An area for teen activity will be included. x. There will be no need for stormwater to leave the site as all surfaces will be permeable negating the need for additional surface run off to localised stormwater network xi. Approximately 60 no. trees will be planted as part of this proposal, no trees will be removed during construction and all trees will have root protection zones set up during the construction period. xii. It is proposed that where access points are through existing trees that this will be by raised boardwalks which will protect the existing root zone of trees. In accordance with Article 81 and Article 120 of the Planning & Development Regulations 2001 (As Amended), Fingal County Council has concluded from a preliminary examination that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required. Any person may within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Plans and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy from Wednesday 16th July 2025 up to and including Wednesday 13th August 2025 (excluding bank holidays and weekends) at the following locations: Fingal County Council Offices, County Hall, Main Street, Swords, Co. Dublin, K67 X8Y2, during normal opening hours (Monday to Thursday 9am to 5pm and Friday 9am to 4:30pm) Fingal County Council Civic Offices, Grove Road, Blanchardstown, Dublin 15, D15 W638, during normal opening hours (Monday to Thursday 9am to 5pm and Friday 9am to 4:30pm) Plans and particulars of the proposed development will also be available for inspection online on the Council’s Consultation Portal https://consult.fingal.ie/en/browse from Wednesday 16th July 2025 up to and including Wednesday 13th August 2025.
